Dr. Harter earned her Doctor of Optometry degree from Southern College of Optometry and her Master of Public Health from Salus University. Before becoming owner of Blue Ridge Eye Associates on July 15, 2025, she practiced in Virginia and South Carolina, where she established a reputation for compassionate patient care and clinical excellence.

In addition to her clinical work, Dr. Harter has led multiple international optometric programs, specializing in curriculum development, provider training, and the management of donor-funded eye health initiatives. Her experience spans program implementation, clinical education, and strategic project leadership in diverse healthcare settings.

With more than 20 years of experience in comprehensive eye care, Dr. Harter remains dedicated to delivering personalized, high-quality vision care while helping patients achieve their best possible eye health and quality of life.

Since joining Blue Ridge Eye Associates, Dr. Harter has been honored to serve the Harrisonburg community and continue the practice’s longstanding tradition of excellence.
